NIST has hosted two workshops on "Modeling & Simulation for Emergency Response", most recently on March 2-3, 2004. Presentations from this workshop are available here.

The first workshop took place March 4-6, 2003. Presentations and a workshop report are available as PDF documents. The report summarizes presentations and breakout working sessions and lists standards and tools relevant to modeling and simulation for emergency response.
